This stand simulates the axle line from the left side bearing block thru the spool to the right side bearing block. If the ground steel bar slides thru and the axle bearing block locators slide into the axle bearing blocks the housing is tru.

A word of caution, some people use this or something similar to repair housings, this is a inspection tool. Our rear housing jig (to actually repair and manufacter) is much more complicated than this piece.
